- GENERAL INFORMATION OF THE SCHOOL
INTRODUCTION TO THE SCHOOL
The school of Foreign languages and journalism is one of the oldest school/ department in Haramaya University. Before it grow to School level, has got different name inline with its development and expansion. A decade ago, it was known as Department of English since the establishment of Alemaya college of Agriculture. During that time, the Department offered common courses such as Freshman English, Sophomore English and other common courses accordingly to all departments.
Following the establishment of Faculty of Education, Department of English has started running undergraduate program since 1998. By this, it contributed a lot for the country producing English Teacher Educators until the Faculty split into three colleges. Accordingly, it was re established under CSSH in 2009. Meanwhile, it launched the second undergraduate program in French and soon started giving short term tranings in Arabic languages. Moreover, in the year 2011 and 2012 expands its program running postgraduate program in M.Ed. & MA in TEFL. As a result of this expansion, it changed its name from Department of English to School of Foreign language Studies .Besides, in the year 2013, the School opened new undergraduate program in Journalism and Mass Communication as per the demand of the program. Finally, in the middle of 2014, the former School of Foreign Language Studies converted to School of Foreign Languages and Journalism in order to entail all the programs under the School,

In its present status, the School has five active programs: two postgraduate and three undergraduate programs. These are:

The vision of the School of Foreign Languages and Journalism is to become a center of excellence in Foreign Languages , Cultures and in Journalism (Ethiopian and East/Horn of African) Studies and Education. As such, it aspires to becoming the leading in this part of Africa in training/educating highly skilled professionals at Masters’ and PhD levels in these areas. It also aspires to becoming a leader in producing rigorous and advanced level research products in foreign and vernacular/bilingual language education, teacher education and scientific/linguistic studies in languages and cultures of Ethiopian and East/Horn of African languages.
Haramaya University Foreign Language Studies Department MISSION
The mission of SFLJ is to empower students in two foreign languages, i.e., enable them to be proficient in all the four skills, competent in accuracy and use, and effective to communicate internationally. Regarding to journalism and mass communication, the school is also to empower students to be skillful journalists with knowledge and technical skill to the broader news media and also enables them to be professionals with high ethical and moral touch. Unique from the other two streams/departments, the English Language program’s aim is multifaceted. On the one hand, it aims at empowering students so that they effectively use English as Medium for Academic Purpose—studying other disciplines through English medium. On the other hand, the Department’s teacher education program aims at preparing secondary and tertiary English teachers and teacher educators competent in the contemporary theories of language, education, and learning
RESOURCES
The School has a well established language lab (Digital Media Lab)with an experienced lab technician. This digital lab consists of appropriate varied hardware and software. The lab has its own internet switch and each computer has been connected with the network with a special network and electric power cable installation.

PROGRAMS IN THE SCHOOL
Currently there are five active programs: two postgraduate and three undergraduate programs in the School.
I. Doctor of Philosophy in Teaching English as Foreign languages (Ph.D in TEFL)
INTRODUCTION
The School of Foreign Language Studies of Haramaya University College of Social Science and Humanities (CSSH)was established in 2009 with launching MA and MEd in TEFL programs on top of the already solid BA in English Language and Literature and Bed in English programs. Subsequently, BA programs in French and Arabic were added. Besides, the School offers common courses in English across all the subjects/departments of Haramaya University, both regular and continuing and distance programs as well as various in-service skills development courses to Haramaya University staffs and the surrounding secondary and primary school teachers.
On the one hand, it aims at empowering students so that they effectively use English as Medium for Academic Purpose—studying other disciplines through English medium. On the other hand, the Department’s teacher education program aims at preparing secondary and tertiary English teachers and teacher educators competent in the contemporary theories of language, education, learning and research as well as state of the art skills in EFL/ELT pedagogy and classroom methodologies. Accordingly, the SFLS staffs have designed a PHD in TEFL program that uniquely (differently from other universities) addresses the contemporary global-local contexts, that speak to learners’ and teachers’ interests and integrates pedagogy and research, in all its approach, curricula, contents and methodology. It was subjected to national Review Workshop wherein external and internal reviewers presented their evaluations of the document and approved with minor revision works. The 4-year PhD in TEFL program started regular preprogram on September 2015.
Haramaya University Foreign Language Studies Department ADMISSION REQUIREMENT
M.A./M.Ed. in TEFL/TESOL/ELT, English and Literature, Linguistics, Vernacular/Ethiopian Language, Bilingual Education, Foreign Language other than English with focus and/or background(e.g. BA/B.Ed)in English language teaching is basic requirement to be considered as ‘eligible’.
Four key standards of admission are required but none of them is mandatory for application: (1) MA/MSc/Med GPA plus Thesis Grade (2) Publication(s) (3)Entrance examination (on basic concepts and skills in English language competence, TEFL and research), (4) Submission of a Concept paper (on an area of (future) interest in TEFL) and (5) Interview test (on communication and social skills).
Graduation Requirements
In addition to demonstrating the developmental Core Competences/Skills (Table 2), students must normally have maintained the requirements of the HU Senate Legislation Article
- Administration of Final and Mid-Semester Examinations
- A list of candidates sitting in an examination shall be prepared in advance of the examination by departments or module/course instructor team leader/delegate to which the students belong and such a list shall be handed over to the invigilators for purposes of checking attendance in the exam;
- No student may be admitted into an exam hall 30 minutes after the beginning of the examination. However no additional time shall be allowed to compensate late arrival into the exam hall;
- No student may be allowed to leave an exam hall within 30 minutes of the beginning of an examination and before signing the examination attendance sheet. However, all examinations must start on time and no corrections and other announcements made for students at the beginning of the exam shall be repeated;
- In the event that a student is forced to leave an exam hall for health reasons, and in so far as the student is in a conscious and sound state of mind, the invigilator in attendance shall inform him of the fact that certification from a medical doctor has to be obtained expeditiously to substantiate the claim of sickness or illness; and
Upon conclusion of an examination, the invigilator shall submit a report on the conduct of the examination by completing a form prepared for that purpose. The report shall be submitted to the head of the department that offers the course
The requirements for successful, or otherwise, completion of the Comprehensive Examination and Oral Defense of Dissertation or Viva are governed by HU Senate Legislation Articles:
- Failure to achieve 60% score in the [Comprehensive] exams will result in studying further 4 to 8 weeks duration.

Haramaya University Foreign Language GRADUATE PROFILE
In the context of English as Foreign/Second Language, the graduates of the doctoral program will effectively (see also Table 3):
- Teach English Language skills at all school levels—primary to post-secondary school levels–to English as Foreign/Second Language learners;
- Teach advanced English language skills to all tertiary levels—undergraduate, graduate and postgraduate levels—to English as Foreign/Second Language students;
- Teach English skills and competence as instructors;
- Prepare (educate as well as train) English as a Foreign/Second Language teachers, short-term, pre-service and in-service, at all levels—certificate to post-graduate level;
- Design, publish, review or edit English language texts, both academic (e.g., journal articles) and non-academic;
- Plan, design and conduct research on (English) language education, learning, teaching, curricula and policy discourse practices;
- Advise, supervise or promote student researchers and practitioners doing their studies on (English) language education, learning, teaching, curricula and policy discourse practices at all levels.
II. Master of Arts degree in TEFL (M.A in TEFL)
Introduction
English is a global language and thus has a dominant position as the language of commerce, technology and communication is concerned. It is therefore quite rewarding to equip our citizen with this useful language to learn and thereby they communicate as effectively as possible and fulfill their individual needs. Towards this end, English is taught in Ethiopia from Grade 1 upwards as a subject and as medium of instruction from Grade 9 onwards. This would in fact contribute a lot towards the improvement of the standard of English in Ethiopia. Nevertheless, this may not prove to be the case unless it is of quality. In other words, training effective and quality English teachers at all levels is a far-reaching goal.
In this respect, an international consultant made a number of consultancy visits to Ethiopia and recommended expansion of postgraduate programs in English among the measures to be taken to improve the standard of English at all levels within the education system. It was found out that there is a strong need in Ethiopia for an M.A program which prepares ELT teachers & teacher trainers for universities, colleges and schools. In light of these, the department of English intended to host M.A training in English that:
- Provides participants with a deeper understanding of ELT
- Gives candidates practice in training teachers
- Teaches participants how to be mentors and counselors
- Makes participants change their attitudes towards learning and teaching
Haramaya University Foreign Language Graduate profile
The M.A in TEFL program aspires to develop professionals who have the potential, competent and full-fledged in one or more of the following fields. Such as:
- Teaching English Language in secondary and tertiary levels
- Curriculum development/design
- Mentoring
- Assessment
- Practitioner researches
- Program evaluators
- English language advisors (advisors on language policy, language program, teacher development programs, etc.)
Admission Requirements
For admission to the program, candidates should have B.A/B.Ed in English language, Linguistics, Literature, Journalism& communication, Ethiopian Languages (English as a Minor) and related disciplines with a CGPA of 2.00 and above. Candidates are also required to submit the undergraduate program credentials, application forms and letter of recommendation from three academic referees to the University’s Registrar.
III. Bachelor of Arts Degree in English Language and Literature
RATIONALE
English is regarded as an international language of business, education, diplomacy, scientific research and other specialization areas of endeavor. In Ethiopia, it is a medium of instruction at secondary and tertiary levels and used as an official language in many international and national organizations. The country also has planned to develop tourism industry in which English may be essential as a means of communication. Furthermore, graduates who are proficient enough in different competence areas in the language are needed to satisfy the current needs in the country. In this technology era, English is becoming language of communication and technology throughout the globe. Thus, it is necessary to effectively communicate in English to convey academic views globally and to share knowledge and expertise internationally.
Ethiopia is now one of the countries with the fastest growing economy. Effective communicators, diplomats and all rounded professionals in the language are really very important to build the image of the country and to promote it all over the world. The country is making by lateral relations with different countries in which communication in is English is essential. Furthermore, Ethiopia is the country where the capital city of African Union and different international organizations in which English is used for communication are found. These and other uses of English have made it useful to study it as a program that would offer a wide range of expertise.
ADMISSION REQUIREMENT
Entry to the department would require:
- successful completion of the preparatory program;
- a satisfactory result in the higher education entrance examination;
- a good background of English language ;
- a CGPA of 2.00 and above in the diploma program for advanced standing students from any recognized institution; and
- Satisfying the general admission requirements of the university.
GRADUATION REQUIREMENTS
To graduate in English Language and Literature, a candidate should have:
- a minimum overall CGPA of 2.00;
- no “ F” grade in any of the courses / module
- a total of 181 ECTS
GRADUATE PROFILE
On completion of the program, graduates would have the following competences and can:
- use English with high level of accuracy and fluency in (listening, speaking, reading, and writing);
- make critical analysis of English language texts and discourse;
- prepare seminars, forums and facilitate discussions and meetings in English;
- use appropriate English for business communications (writing memos, letters, minutes, reports, presentations, notices etc.);
- Interpret discourses and translate from and into the English language;
- write, edit, and review various texts;
- conduct a professional and critical analysis of literary works;
- conduct research;
- Facilitate and run public relations.
IV. Bachelor of Arts Degree in French Language and Professional Skills
Haramaya University Foreign Language Studies Department INTRODUCTION
The story of the Department of French of Haramaya University starts in 2005, when the first agreement between Haramaya University and the Embassy of France was signed. A French language teacher was sent by the Embassy of France and French language courses started being taught as elective courses to English language students and to students from the College of Law. During the following year, the status of the course changed for English language students who became able to choose French language as a minor area of studies. Soon, the Department of Afaan Oromo joined the program. During four years, this program was very satisfying. Students were eager to learn a new foreign language, and the small class sized allowed them to easily practice their language skills. Upon graduation, all the students who had been following French classes in HU had reached a good beginners level, and all of them successfully passed the first level of the International French Language Diploma (DELF A1), awarded by the French Ministry of Education.
In 2009, considering the success of this program, it has been decided to extend the language training offer. A School of Foreign Language Studies was created, and a French unit was set up. The first batch of students entered the program, and French language started being taught as a major area of study. The French unit has been working very hard since then to improve the quality of the courses and to offer to the students an environment that stimulates their learning process. In 2013, the first batch of students graduated in French from Haramaya University.
Nevertheless, just before their graduation, it was noted that when opening the French Unit, in 2009, the proper procedure had not been followed. No need assessment had been done, and the curriculum had yet to be approved by the Senate of the University. To allow the first batch of students to graduate, the curriculum was approved by the Senate in May 2013, but the task was given to the French Unit to conduct a proper needs assessment, on which results the continuity of the program was going to be based.
In the end of June and beginning of July, a survey was thus conducted by the members of the French Unit to determine the needs for qualified French speaking Ethiopians on the Ethiopian work market. The current four year degree program in French Language Studies and Professional Skills includes courses such as teaching methods, tourism, translation and English language. This need assessment aims to help us to assess the current needs of French speakers on the Ethiopian job market and to redefine the objectives and priorities of our program.
Haramaya University Foreign Language PROFESSIONAL PROFILE
The program aspires to produce French speaking professionals who will give professional services to governmental and nongovernmental organizations, private companies and different institutions in:
- French speaking professionals have a great role in public relations in all sectors (political, economical, social and cultural): they communicate effectively and reduce intercultural misunderstanding between Francophone and Ethiopian societies.
- Translate documents from French to Amharic and/or English (and vice versa)
- Interpret speeches during international conferences.
- Teach in universities, international schools, colleges, language centers, private schools.
- Lead and guide French and francophone tourists
- Organizes tours for French and francophone tourists by facilitating all the services they need
- Conduct research and report in French language.
- Produce memos, minutes and business communications.
- Organize cultural events and international conferences.
- Represent Ethiopia in francophone countries (first secretaries, ambassadors…)
- manage international organizations such as AU, UN, ECA, embassies and alike as secretaries and
- Project managers.
ADMISSION REQUIREMENT
To major in French Language and Professional Skills, the students must have:
a) As per the university admission requirements successful completion of Preparatory
Program (10+2);
b) High interest in the field;
c) Students who have no prior knowledge of French can be admitted into the first year;
d) Students who have prior knowledge in French Language and succeed in passing the
DELF B2 can be admitted into the second year provided that they fulfill the University’s admission requirements;
e) Former students of the Lycée Guebre Mariam who passed Baccalauréat Examination could be admitted into the second year of the BA Program in French Language and Professional Skills.
f) Consequently, these students who are allowed to be admitted in the second year of
the Bachelor of Arts in French Language and Professional Skills will be exempted from the following courses: FlFr1011, FlFr1012 FlFr1021, FlFr1022
GRADUATION REQUIREMENTS
To graduate, the students must have:
a) A minimum of 240 ECTS in Major, supportive and common courses
b) Cumulative CGPA of 2.00 and above
c) No “F” is allowed in any required course.
At the end of their studies, students will have the necessary competencies to sit for the international French language examination DELF B2.

- demonstrate a good level of French language proficiency ( B2 level according to Common European Framework of Reference);
- Describe, explain and criticize French and Francophone literature
- Relate to cultural knowledge and intercultural attitudes to avoid misunderstanding;
- Plan and offer French lessons and assess learner’s performance;
- Promote the interests of the organizations they work for and promote the country’s cultural and natural heritage
- Translate general and professional documents from and into the French language
- Conduct research in their study area

V. Bachelor of Art Degree in Journalism and Mass Communication
Haramaya University Foreign Language INTRODUCTION
Journalism and communication is accepted for its importance in catalyzing socio-economic and political developments. Media as major means of communication help to create an informed and conscious society which would be very productive in any required sectors of development. There are also tendencies to label information as one of the basic needs. This would mean uninformed individual or group would find it difficult to survive. We need information to survive in the socioeconomic, political, and technological day to day complexities.
Journalism contributes a great deal to the development of a nation by informing information, and analyzing and interpreting current events. It has also served as protector of democracy by scrutinizing how power is exercised and exposing wrong doings of government. Journalists are expected to prioritize public interest and work for the truth. In order to do that, they need to receive proper journalism education. According to UNESCO (2007), journalism education should teach student how to identify news and recognize the story in a complex field of fact and opinion, how to conduct journalistic research, and how to write, illustrate, edit and produce material for various media formats (newspapers and magazines, radio and television, and online and multimedia operations) and for their particular audiences. It should give them the knowledge and training to reflect on journalism ethics and best practices in journalism, and on the role of journalism in society, the history of journalism, media law, and the political economy of media (including ownership, organization and competition). It should teach them how to cover political and social issues of particular importance to their own society through courses developed in co-operation with other departments in the college or university. It should ensure that they develop both a broad general knowledge and the foundation of specialized knowledge in a field important to journalism. It should ensure that they develop — or that they have as a prerequisite — the linguistic ability necessary for journalistic work in their country, including, where this is required, the ability to work in local indigenous or vernacular languages. It should prepare them to adapt to technological developments and other changes in the news media.
Journalism education in Ethiopia has a very short history. Except for few public relation practitioners who are working without academic exposures, there is no significant number of experts who could manage the communication works of each sector. There are no adequate experts in areas of development communication, agricultural communication, health communication, environmental communication, intercultural communication and others. While absence of effective communications in these sectors questions advancement of the sectors, development communication, in particular, has been sought as a gate for all forms of developments.
All these calls Higher Educational Institutes (HEIs) to train the maximum possible productive experts in the field of journalism and communication.
Haramaya University Foreign Language Studies Department ADMISSION REQUIREMENTS
Generally the program admits students that have been recruited at a national level through the ministry of education. Students who have successfully completed the courses offered in preparatory school are admitted to the program. Thus students of any high school background with reasonable English language mastery can join the program. Moreover, interested applicants who had diploma in any field from a recognized institution can be admitted as advance standing students.
GRADUATION REQUIREMENT
Students will be eligible for graduation upon:
- Successful completion of all courses in major and supportive courses with a minimum of CGPA of 2.00 in the overall 187 credit points, and
- Having no “F” grade scored in any of the courses taken.
